On 23 March 2015, the Central Committee of Chinese Communist Party and the State Council have published Several Opinions in Regard to Deepening Systematic Reform and Fostering the Implementation of Innovation Driven Development Strategy, setting forth several reformation opinions that will have profound effects in the future to the China IPR practices, and including the following:

 - Studying the feasibility of lowering the threshold on investigating criminal responsibilities for the infringement activities;

- Adjusting the standard for damages and exploring implementation of punitive compensation system; 

- Completing the rights-safeguarding mechanism for the proprietors and reasonably dividing the burden of proof of the proprietors.
